Council approval clears way for IDP process

The City of Johannesburg Council has approved the 2016-2021 draft Integrated Development Plan (IDP) for public consultation.

 

The draft IDP will be presented to Johannesburg residents for comments in 17 communities over a three-week period – from Saturday, April 2, to Thursday, April 21. The community engagements will culminate in a broader stakeholder summit on Saturday, April 23 2016.

In the coming weeks, Johannesburg residents will also have an opportunities to shape the immediate future of the City through their participation in the IDP process.

The plan outlines how the City will spend about R28-billion over the next three financial years in a bid to enhance the quality of life for Johannesburg residents.

The Johannesburg Executive Mayor, Cllr. Parks Tau calls upon the communities of Johannesburg to actively participate in the development of the draft 2016-2021 IDP.

“All communication platforms, which include community meetings, social media, hand delivery letters, emails and telephone calls, must be utilised to give one’s input into the development and advancement of our City,” Mayor Tau says.

He adds that; “the draft 2016-2021 IDP is a people’s plan and it should be owned by the people”. “For the City, the 2016-21 IDP is about delivering on the promised future by putting people at the centre of development and working in collaboration,” Mayor Tau says.

The draft 2016-2021 IDP is anchored on the implementation of the National Development Plan 2030, the Gauteng Transformation, Modernisation and Reindustrialisation Programme, as well as the four key outcomes of the Johannesburg Growth and Development Strategy 2040 (GDS 2040), which are:

1. Improved quality of life and development-driven resilience for all.
2. A sustainable city that protects its resources for future generations and a city that is sustainable and offers a healthy, clean and safe environment.
3. An inclusive, job-intensive, resilient and competitive economy that harnesses the potential of citizens.
4. A high-performing metropolitan government that proactively contributes to, and builds, a sustainable, socially inclusive, locally integrated and globally competitive Gauteng City Region (GCR). A city that is committed to good governance which not only prioritises an efficient administration, but also respects the rule of law, accountability, accessibility, transparency, predictability, inclusivity, equity and participation.

Furthermore, the draft 2016-2021 IDP focuses on key priority projects and refines several City strategic priorities.

The document effectively translates these outcomes into medium-term programmes for implementation. These include the Corridors of Freedom, Jozi@Work; Vulindlel’eJozi and the Blue-Green Economy programmes. These are designed to respectively address spatial injustices, structural inequalities in the economy and the persistence of youth unemployment in the City. In particular Jozi@Work and the Green-Blue Economy are in place to enhance the City’s informal economy through encouraging and supporting SMMEs and entrepreneurs to operate within a sustainable business framework, which includes prudent financial management and good governance.
